ZIT and ZRT for the Olympic Games – aeroVFR

After the SUP-AIP concerning the inauguration of the Olympic Games on July 26 in the evening, here is the SUP-AIP covering the entire Olympic and Paralympic Games from July 22 to September 8 with a break from August 12 to 25! Everything had already been said during the meetings at the aerodromes in the Paris region but the two SUP-AIPs released on May 2, 2024 “set in stone” the information now available to all pilots.

Noting, however, that “users are invited to read the published modifying or additional Notams on a daily basis”. We are therefore not immune to surprises! If you want the official documents, you can download at the end of the article the SUP-AIP for the inauguration (4 pages) and the Olympics (22 pages), as well as the AIC on aviation security (8 pages) which will make the subject of a future article. Otherwise, a summary of the SUP-AIP for the Olympic Games is provided below.

The article “2024 Olympics and general aviation”, posted online on this site last March, included information from meetings held on the Parisian grounds by the DSAC Nord, the Air and Space Force ( AAE), and the Air Transport Gendarmerie (GTA). Its content was already very precise since it was then repeated during the meetings that the system presented to the federations was defined at 98 or 99%! There were only a few details left to settle, such as whether or not a transponder was necessary in the case of laps without leaving the ZRT.

SUP-AIP 096/24 therefore mentions the “creation of a temporary prohibited zone (ZIT) and three temporary restricted zones (ZRT) for the special aviation security system (DPSA) linked to the protection of the Olympic and Paralympic Games of Paris 2024” (opening map). It should be noted that if the Olympic Games are inaugurated on July 26, the DPSA will be put in place on July 22 to put into practice the provisions planned before the Olympic Games. The ZIT Coubertin (SFC/FL195) and the ZRT JOP (SFC/FL195) will thus be active from July 22 to 23 from 6:00 a.m. to 11:59 p.m. UTC (validation and training of the DPSA) and from July 24 midnight to August 11 at 11:59 p.m. UTC.

For the Paralympic Games, the principle will be the same with validation and training of the DPSA from August 26 at 6:00 a.m. to August 27 at 11:59 p.m. UTC and then from August 28 at 12:00 a.m. to September 8 at 11:59 p.m. UTC. In fact, these ZIT and ZRT will be active for VFR flights from July 22 at 6:00 a.m. UTC until August 11 at 11:59 p.m. UTC (Olympic Games) then from August 26 at 6:00 a.m. until September 8 at 11:59 p.m. (Paralympic Games).

To evolve into ZIT Coubertin and ZRT JOP, the C3MOA (Civil-Military Coordination Center for Air Operations) will be “the authority in charge of planning and authorizing aerial activity in ZRT and ZIT”. The following principles were retained:
– Mode 3/A transponder and radio equipment required (3/A code required) for the device.
– Flight authorization to be obtained in advance.
– Submission of flight plan (except for exceptions defined in AIC 07/24, the latter will be the subject of a future article on aeroVFR.com).

ZIT Coubertin
For General Air Traffic (CAG) VFR (airplane) traffic in ZIT Coubertin, in fact aircraft based (or assimilated) on an aerodrome located in ZRT or ZIT may be authorized, coming from or destined for Lognes LFPL, Paris -Saclay-Versailles LFPN (formerly Toussus-le-Noble!), Saint-Cyr LFPZ, Chavenay LFPX, Issy-les-Moulineaux LFPI; non-based aircraft destined for Lognes, Paris-Saclay-Versailles (formerly Toussus-le-Noble!), Saint-Cyr, Chavenay, Issy-les-Moulineaux after a mandatory passage to Melun or Pontoise for identity checks. Activities will be suspended in Enghien-Moisseles (LFFE), Beynes-Thiverval (LFPF) and Chelles-Le Pin (LFPH).

ZRT JOP
Still for the CAG VFR (airplane), this will be mandatory bypass with the exception of flights having received authorization from C3MOA, in particular aircraft coming from or going to Pontoise (LFPT), Persan (LFPA), Le Plessis (LFPP). ), Meaux (LFPE), Melun (LFPM), La Ferté-Alais (LFFQ) and Les Mureaux (LFXU); flights from or to aerodromes/helipads located in ZIT Coubertin.

In additional provisions, we note that:
“All activities (with or without winching), aerobatics, parachuting, gliders and motor gliders, paragliders (motorized or not), ULM without transponder (mode 3/A and C), gyroplanes, airships , balloons (free, tethered or balloons), hang gliders, and any other flying device (motorized or not) are suspended. Certain professional activities may exceptionally be authorized by the C3MOA. Possible aeromodeling activity exclusively on AEM locations listed in the AIP and located in ZRT JOP.”

For the procedures to follow to enter and evolve in ZIT Coubertin and ZRT JOP, you must refer to AIC 07/24 – the latter will be the subject of a future article on this site. There will be “imperative VFR trajectories”. The exit and entry points are different for each land concerned. Thus, flights from an aerodrome located in a ZIT or ZRT to another aerodrome located in a ZIT or ZRT must necessarily follow the imposed trajectories, which in practice implies leaving the ZIT or ZRT to reach the entry points of the imposed routes. . Helicopter routes are defined by reporting points. “Any other trajectory could be considered a potential threat”…


If the extract above is difficult to read, the SUP-AIP details well, extract from the supporting map and terrain by terrain, the different entry and exit points, altitudes and trajectories by route for Chavenay and Lognes (no departure or arrival in the absence of control on these two grounds) but also Meaux, Melun, Pontoise, Saint-Cyr (no departure or arrival in the absence of control), Toussus (no departure or arrival in the absence of control), La Ferté-Alais, Le Plessis-Belleville, Les Mureaux, Persan-Beaumont. For La Ferté-Alais (example), flight authorization will therefore be required after “screening” of the occupants of the aircraft (pilot and passengers validated by the GTA in advance), flight slot, flight plan, assigned frequency, transponder code to travel… 1.7 nautical miles.

For all flights, radio contact must be established with the ATS organization before starting (a military detachment is planned on each site, etc.), or before entering ZIT Coubertin and/or ZRT JOP, in order to confirm the information previously communicated, and to take into account any additional instructions. In the absence of an ATS organization on the aerodromes located in the ZRT JOP (for a departure and/or once landed) contact will be made by telephone to the correspondent of the local trusted network. In flight, radio contact and the display of the transponder code given by the C3MOA when issuing a flight authorization are permanently maintained. Outside of CIV Paris opening hours, radio contact with Raki Surveillance will be established for identification then maintained during transit in ZRT (as a reminder: the identification procedures inherent to penetration in LF-R324 remain in force ).

“Any penetration of the ZRT JOP by a non-based VFR aircraft (or similar) intended for an aerodrome located in the ZIT Coubertin or ZRT JOP implies a compulsory landing at the Pontoise or Melun aerodrome in order to comply with the control identity of the crew and passengers by the air transport gendarmerie (GTA)”. Takeoff to an aerodrome located in ZIT Coubertin or ZRT JOP can then take place, respecting the VFR trajectories described. “Flights are suspended at the St-Cyr aerodrome from H-2 to H+2 for the Olympic and Paralympic equestrian events. Flights are suspended at the Paris-Saclay-Versailles aerodrome (formerly Toussus-le-Noble!) from H-2 to H+2 for the Olympic golf events.

“Take-offs/landings/runways on uncontrolled aerodromes located in ZRT JOP are possible with self-information in aerodrome traffic after authorization from the C3MOA and prior coordination with the trusted network”. On the other hand, “transit in ZRT JOP requires permanent bilateral radio contact with an ATS organization or with Raki surveillance, outside the opening hours of the CIV Paris in its area of ​​competence. Self-information is prohibited in ZIT Coubertin.” In the event of a radio failure, the code 7600 must be displayed to replace the code initially imposed in the flight authorization and the flight continued while respecting the obligatory itinerary. If the breakdown occurs before entering the ZRT JOP, you will have to divert (except in an emergency) to an aerodrome outside the ZRT JOP. ♦♦♦
